1. Parties and details

1.1. Sole Proprietor <Full Legal Name>, TIN <…>, OGRNIP <…>, support email: support@tf2-keys.com (hereinafter — the Commission Agent, Operator, Platform) offers any legally capable individual (hereinafter — the User) to conclude this agreement (the Offer).

1.2. Acceptance: clicking the “Accept” button, authorizing with a consent checkbox and/or completing an order payment in the Platform interface.

2. Definitions

2.1. Seller — a User who lists a digital item (key) for sale.

2.2. Buyer — a User who purchases a digital item. A User may act in both roles.

2.3. Transaction — transfer of a digital item from Seller to Buyer via the Platform functionality.

2.4. Commission — the Commission Agent’s fee as a percentage of the Transaction amount.

2.5. Balance — accounting record of the Seller’s transit funds until payout.

2.6. KYC/AML Check — set of identification and transaction monitoring procedures.

2.7. Fiscal receipt — cash register receipt under applicable law (if required).

3. Legal nature

3.1. The Platform acts as a commission agent, acting in its own name at the Seller’s expense (Chapter 51 of the Civil Code of the Russian Federation).

3.2. Funds received from the Buyer are transit until distribution: the Commission is withheld, the remainder paid to the Seller.

3.3. Ownership / license rights to the digital item pass to the Buyer upon technical confirmation of successful transfer (system log entry).

3.4. The Operator is not affiliated with Valve Corporation / Steam; all trademarks belong to their respective owners.

4. Registration and age

4.1. Authorization is only via the User’s personal Steam account.

4.2. The User confirms being 18+ or having lawful guardian consent; the Operator may request proof.

5. Listing and execution of transactions

5.1. The Seller lists: item, price, quantity.

5.2. The Buyer initiates payment; after confirmation by the payment provider the system transfers the digital key automatically.

5.3. Statuses (“processing”, “successful”, “on hold”) are visible in the dashboard.

6. Commission and settlements

6.1. Current commission range: 3–10% of each Transaction (gross amount paid by Buyer). The exact rate is shown before payment confirmation.

6.2. Commission is withheld automatically at the moment of recording a successful transfer.

6.3. The Operator may change the commission range.

6.4. Payout to Seller: executed within up to 2 business days; may be extended to 10 business days during KYC/AML review.

7. Fiscal compliance

7.1. For payment methods covered by fiscal law, the Commission Agent issues a fiscal receipt for the full amount indicating commission agent status and Seller details (if available).

7.2. The receipt is delivered electronically (email / interface). The User must keep contact info up to date.

7.3. For methods not constituting a taxable settlement (if clearly indicated in advance), a fiscal receipt may not be issued.

8. KYC / AML and suspension

8.1. The Operator may request: passport, tax ID, proof of Steam account ownership, source of funds.

8.2. Grounds for suspension: signs of fraud, sham transactions, sanctions evasion, laundering, multi-accounts, mass chargeback attempts.

8.3. Suspended funds may be held until review completion, but not longer than 180 calendar days except for official authority requests.

8.4. If documents are refused or violations confirmed, the Operator may terminate the agreement and retain funds to offset documented direct losses.

9. Refunds and claims

9.1. Refund is possible until the digital item is delivered.

9.2. After delivery no refund is made except where: (a) the item is marked delivered but the key is invalid; (b) a technical platform error occurred.

9.3. A claim must be submitted via support within 24 hours of the operation with evidence (screenshots, error logs).

9.4. If upheld, the key is annulled (if feasible) and the Buyer is refunded; Commission on the disputed Transaction may be reinstated / adjusted.

10. Prohibited activities

Prohibited: bypassing technical restrictions, using bots, inserting malicious code, sham / self-dealing loops, trading stolen / unauthorized items, price manipulation, forging documents.

11. Limitation of liability

11.1. The service is provided “as is”.

11.2. The Operator is not liable for outages of Steam, payment systems, connectivity, or actions of third parties beyond reasonable control.

11.3. Aggregate Operator liability for any Transaction is limited to the Commission retained for it (except willful misconduct or gross negligence).

11.4. Nothing limits consumer rights granted by mandatory law.

12. Force Majeure

Parties are released from liability for non-performance caused by extraordinary and unavoidable circumstances, provided timely notice is given.

13. Amendments

13.1. The Operator may amend the Offer by publishing a new version with date.

13.2. Material changes (commission, fiscal rules, payout terms) — notice in the interface ≥ 5 days.

14. Termination and blocking

14.1. The User may terminate by ceasing use and requesting payout of remaining balance (if not suspended).

14.2. The Operator may terminate for repeated breaches of Section 10.

15. Governing law and disputes

15.1. Governed by the laws of the Russian Federation.

15.2. Pre-trial claim is mandatory; response period 10 business days to support@tf2-keys.com.

15.3. Venue — at the place of the Sole Proprietor’s registration.

15.4. The Russian version prevails over translations.

16. Personal data

16.1. Personal data processing is carried out according to the Privacy Policy (link).

16.2. Acceptance = consent to data processing for contract performance and AML purposes.

17. Final provisions

17.1. Invalidity of any part does not render the remaining provisions invalid.
